Tell her to actually, ACTUALLY, ... A C T U A L L Y track her food intake for two weeks, average the calorie total and subtract 500 if it's over 2000 or subtract 250 if it's under 2000 and tell her to now track for another 2 weeks and make sure she does not exceed the amount you get from that math. If she is HONEST about it all she should see 1-2lbs lost depending on what her deficit was. If she's still not dropping weight, she's lying about her intake.
There is no magic here. People do NOT want to put the work in. They do NOT want to put the cookie down. Everyone else is to blame for their obesity except themselves and we live in a society that reinforces that for them daily with this 'fat acceptance' horse shit.
If she wants the body, she has to do the work. Do not put her on any gear or other PED type drugs either for a simple reason: Performance ENHANCERS can only ENHANCE what YOU do. If all you do is shovel food into your mouth and lay on your ass, PEDs are only gonna make you fuckin fatter.
