By this logic, all controlled substances are impossible to find outside of pharmacies? So oxy and adderall and things of this nature that are found on the streets are made in someone’s basement, not from big pharma? Every single blue pill is accounted for from manufacturer all the way down to the patient then, right? Since they’re both controlled substances, we must follow the same logic.
So there’s no way we could ever have an epidemic of prescription drugs in this country (USA) because they’re all perfectly accounted for by DEA license holders and manufacturers?

As I just said, Almost all controlled substance diversion happens at a patient level. After you pickup a prescription, it is no longer being tracked by the software healthcare facilities use (which is a DEA software for CDS). If you are working in a pharmacy or doctors office and controlled substances are going missing, I assure you it would be caught very very fast.
The prescription drug problem in the United States is that of counterfeit narcotics. Pressed pills. And over prescribing by physicians (which is much rarer now).
